Dr. Robert Moore and Richard Muse were indicted and arrested on Feb. 28 following an investigation


CLEVElAND -- Two corrupt former officials of the Richmond Heights Local School District have been sentenced to prison, Cuyahoga County Prosecutor Timothy J. McGinty confirmed today.

Cuyahoga County Common Pleas Court Judge Shirley Strickland Saffold sentenced Dr. Robert J. Moore, 52, the district's former Superintendent of Schools, to 12 months in prison.

On April 30, Moore entered a plea of guilty to one count each of bribery and theft in office.

Saffold gave Richard R. Muse, 43, the district's former Director of Buildings and Grounds, a sentence of 10 months in prison. Muse pleaded guilty April 30 to one count each of theft in office and forgery.

"By taking bribes in an elementary school, these defendants violated the public trust and betrayed the students, teachers and parents of the Richmond Heights Schools," said Matthew Meyer, supervisor of the Public Corruption Unit in the Cuyahoga County Prosecutor's Office.

"The court's prison sentence is well deserved punishment for these defendants and should send a message that corruption will not be tolerated in Cuyahoga County."

Moore and Muse were indicted and arrested on Feb. 28 following an investigation by the Cuyahoga County Sheriff and investigators from the Cuyahoga County Prosecutor's Office Public Corruption Unit.

Earlier that day, they had accepted the second of two cash payments from the operator of an early childhood education center that rented space from the school district. Moore and Muse had threatened to terminate the lease unless they received the payments.

The two were also named in a superseding indictment on March 26. The new indictment amended the initial theft in office charge against Moore to include his use of district funds to pay for Muse to accompany him on a business trip to Columbus.

The indictment also charged Muse with having forged professional training certifications when he applied for his job with the school district.
