CLEVELAND -- Progress is being made in the plan to develop Cleveland's lakefront.

Cleveland Mayor Frank Jackson announced that Tammell Crow and Company and Cumberland Development L.L.C. will now lead the project.

They proposed a three-phase development plan, including retail and restaurant development between the Rock & Roll Hall of Fame and the Great Lakes Science Center and along the East Ninth Street pier, as well as office, retail, and residential development.

Phases 2 and 3 would entail mainly apartments and public waterfront amenities.

They hope to start construction by 2015.
